        I am in process of implementing this using geoplugin (http://www.geoplugin.com/webservices/php) and maintain the session accordingly throughout. The session only gets created when the content corresponding to the detected location exists, else the default content shows up.

    I believe the major difference is that QA starts in the Pre-development phase itseff and QC in the post development.

    Yes, QA starts at the time of Requirement Analysis.
